Spencer R. Baker, Ph.D. is a Clinically Certified Forensic Counselor and the Coordinator of the Graduate Program in Counseling and a Research Scientist with the Behavioral Science Research Center, School of Liberal Arts and Education, Hampton University. Dr. Baker is a graduate of North Carolina Wesleyan University, Rocky Mount, NC, where he received the Bachelor of Arts in Justice and Public Policy with a Minor in Psychology. He received the Master of Arts Degree in Counseling from Hampton University, Hampton, VA, and the Doctor of Philosophy, in Urban Services, Counseling concentration, from Old Dominion University.

His primary research interests include adolescent cognitive development, adolescent behavior problems including development of psychopathologies, and the antecedents of adult personality. As a methodologist and a psychometrician, he has been actively involved with the Behavioral Science Research Center since 1997 participating in the review of grants submitted by faculty for funding and guiding faculty and students in the active involvement in the research process and has authored or co-authored several publications. In his graduate classes, his teaching/learning style is one of emersion in the research process as he facilitates the development of programs of research for faculty and students while guiding each in thinking about the science of research.

His work has been presented at local, national, and international conferences. His research works focuses on the individual in social context, which requires advanced statistical procedures of multilevel analyses with covariance structure modeling. He maintains membership in the Society for Research on Child Development and Society for Research on Adolescents to stay on the cutting edge of research in his field. Nationally, Dr. Baker serves on review panels to determine funding of research proposals for the National Institutes of Health National Center for Minority Health and Health Disparities (NCMHD), the US Department of Education, and other national organizations. He also serves on the National External Advisory Committee for the Hampton-Penn Center to Reduce Health Disparities (HPC) funded by the Center for Minority Health and Health Disparities and National Institute of Nursing Research for 1.1 million and the Hampton University Reduction Project (HU-RUDP) funded the Center for Minority Health and Health Disparities for 1 million. He serves advisory committees for HU-RUDP and the recently funded Providing Healthy Options with Empowering Resource (HU-POWER) grant funded for over 2 million. Dr. Baker also is a reviewer for several peer-reviewed journals, including Psychological Assessment and Assessment. Locally, he serves as dissertation and theses committees guiding students in solving methodological and instrumentation issues for students at Hampton University, and consultant faculty for several training grants to include the PhD in nursing grant funded through DHHS, Division of Nursing.
